OSPCA denies Humane Society has been 'vindicated'

The Toronto Humane Society says it has been "completely vindicated" of accusations that it mistreats animals in their care, but a provincial animal welfare organization said a search of the shelter revealed some concerns.

The Society has been accused of letting animals suffer unnecessarily because of their restrictive euthanasia policy. But on Wednesday, the Society released a news statement saying that the Ontario Society for the Prevention of Cruelty to Animals (OSPCA) did not find a single animal suffering and needing to be euthanized during a search of the shelter yesterday afternoon.

However, OSPCA spokesperson Kristin Williams said that there were four examples at the shelter that raised flags.

"We were hoping not to find anything but what we found was four cases of animals where the standard of care was not being met," she told ctvtoronto.ca in a telephone interview on Wednesday. "Four cats were in serious distress."

When asked if she thought the Society was wrong in saying it was vindicated, she replied, "I would (say that.)"

The THS said the OSPCA issued orders in those four cases because their veterinarian recommended different treatment plans for the cats.

"It was agreed that two cats in the hospital be given a dental consult and two other cats receive additional fluids."

The OSPCA revoked the Society's affiliate status yesterday pending the outcome of the organization's investigation.

The organization decided to investigation the THS as a result of a series of articles that appeared in the Globe and Mail newspaper that accused the Society of permitting animals to suffer unnecessarily. The article also told a story of improper management of staff, volunteers, resources and finances.

The OSPCA said that since the articles were published, the organization has received "dozens of additional, credible complaints outlining serious concerns that point to a pattern of poor care over the course of many years."

Hugh Coghill, OSPCA chief investigator, said his organization is required to investigation credible allegations against an affiliate member.

The Society says its euthanasia policy does not cause the animals in their care any unnecessary harm.

"As we have repeatedly stated, the Globe & Mail articles do not accurately portray the Toronto Humane Society and the diligent care animals receive when they are in our clinic shelter," said Ian McConachie, THS spokesperson.

McConachie said the Humane Society is in the business of saving animals.

"It's our policy that we will do everything that we can to maintain that animal's life and quality of life for as long as possible."

But Toronto veterinarian Barb Bryer says that prolonging an animal's life is not always a realistic or reasonable option.

"I don't think it's acceptable to say (an animal is) dying and we are going to let you die slowly and on your own," she said.

Bill Bruce, the Calgary director of animal and bylaw services, says the decision to euthanize is a difficult one and therefore, the focus should be on keeping animals out of shelters in the first place.

In Calgary, more than 90 per cent of dogs and almost half of cats are licensed, which Bruce says contributes to help keeping animals out of shelters.

McConachie said the Society is hoping the OSPCA will end its investigation soon and restore the shelter's cruelty investigative powers.

Williams said the OSPCA is still reviewing information and that the investigation is "ongoing."

"We're continuing to investigate and will continue to talk to witnesses and review information that is brought forward and that will drive the investigation," she said.

This whole thing rather saddens me.

As a supporter of the Human Society, I do hope that my donations are being put to good use and not misappropriated.

While I hate going in there and seeing the sheer number of animals that are looking for new homes, I will say that my cat that I adopted two years ago is in excellent health and this is after she had been returned for a second time to the THS.

The more I read about this the more it breaks me heart. I love animals and do hope that all can be placed in loving homes, however that being said, letting sick animals die to maintain an idealogy makes me truly sick. If an animal is sick, or elderly, or has very little chance to survive, the HUMANE thing, its to put the animal down. To keep an animal locked in a cage waiting to die is disturbing to say the least. People need to remember that in the wild these animals would already be dead. This is not the killing of animals, it is letting them die with dignity and without pain.

I have been to the THS only twice, but I will say the conditions encountered both times were sickening. The smell is over powering from the time you step in the door, and the service provided by the staff is curt to say the least.
I have continued to read comments from the public that seem to reflect a common theme I encountered at the THS. Basically they know everything and your a bad person if you dare to question their tactics or ideologies. This organization seems to have forgotten that the number one mission should be to place animals with loving owners, rather then lecturing potential owners on the dangers of tuna on a cats digestive system.

I hope that the THS will be fully investigated and that whomever is calling the shots is held accountable of any of these accusations prove to be true.

Animals should be loved and not be used to make political or personal statements.

Wow must be a slow news day to report that "two cats needed a dental consult and two cats needed additional fluids". Based on this revelation, the Toronto Human Society is incorrect in saying "they have been vindicated" by an investigation by the OSPCA. There really are more important things to report on than this one hopes.

I never knew this, but the SPCA IN Toronto is a private store, and not run by the City Of Toronto.

According the CNW press release by the Toronto Humane Society, the search by the OSPCA was a "surprise inspection."

Who is McConachie kidding?

The Globe and Mail articles were published, at the latest, the morning of June 1st.

OSPCA inspection(s) started afternoon of June 2nd.

McConachie is dreaming if he thinks that the inspection was a surprise. After G&M's expose, the only surprise possible is if the OSPCA did not conduct an inspection. THS had plenty of warning and motivation to take that time and clean up fast, and clean up they did.

But they won't take anything the Globe and Mail say seriously, given the accusations. If these allegations are true, which they seem to be, then the only way to confirm is to have a separate, unaffiliated news group do their own THS investigation.

Please consider folks what the fate of these shelter animals would be on the streets. Yes, it is sad that some are caged and then euthanized. However, their fate outside would be far far worse. PLEASE SUPPORT YOUR LOCAL HUMANE SOCIETY AND TAKE RESPONSIBILITY FOR YOUR PETS.

The Sarnia Humane Society is a BIG joke also. They recently refused to accept a large donation of free pet food from a local pet store because the store sells puppies and kittens. The Sarnia Humane Society needs to get off their high horse before they just end up beating a dead horse.

Just wondering how many orders to provide proper care for animals would have been issued if the THS had not expected the surprise inspection of the OSPCA. It is very sad how the ego of of few individuals can destroy the work of thousands of supporters.

This organization will continue to be run by incompetents as long as they continue to allow proxy votes by their members.

For $8000.00 and some helpful seniors you can get enough proxy votes to outvote Tim Trou.

I support the OSPCA monthly and would do more if I could, and one day I will. I think any Humane Society is a good thing as long as the animals are the primary concern. Hopefully the new animal cruelty laws in Ontario will influence everyone, including the Humane Societies, to be accountable to the animals. If humans are the superior species than it is our responsibility to protect the rest of the species that occupy our planet. The balance of our planet is at stake.

Having volunteered for the Winnipeg Humane Society, I can tell you that one of the main problems with employees at that time was that they were unionized, and carried the work-to-rule attitude to the extreme. I personally witnessed situations where someone had driven in from a rural community to adopt a cat, only to be turned away right at the stroke of 8 pm because it was "quitting time". I was assisting this person in choosing a cat, and they looked at me with disbelief when the union employee said "Sorry, come back tomorrow".

In more recent years, this problem seems to have been mitigated - but then again, I don't volunteer there anymore, so my current impression is based solely as a visitor.

I hope that we are not getting into yet ANOTHER turf war over the care and destruction of animals [humanely, hence the name]. There are limits to what one can do, there are animals that through fear and anger do not allow the THS workers to treat them as well as they would like to. Do we expect the workers to take bites and scratches that could require stitching or hospitalization on a daily basis. Perhaps THS IS a monster... I don't know, I just know the SPCA [O version or others] is the last group I would ever trust and 4 minor cases out of hundreds of animals seems to be inline for me.

the OSPCA is essentially a private force with no government oversight. They are the law unto themselves. They constantly abuse their powers in rural Ontario. You can have a search warrant granted against you by the OSPCA for the simple act of requesting some verification they are who they say they are and have valid concerns to enter your property.

This group needs reigned in.

I have supported the Toronto Humane Society for years - and I have also adopted several animals from them. I have yet to have any problem. I really think that before everyone gets too hostile - that the paper should print exactly what is happening, with no extra ideas added. They are innocent till proven guilty. In the meantime, please support the animals - which is what the Toronto Humane Society is all about.
