Police arrested 20 Greenpeace activists after a demonstration in which the protesters scaled two Parliament Hill buildings early Monday morning, in a highly embarrassing security breach.

Those detained include 19 protesters and an organizer who remained on the ground. They have all been charged with mischief and are to be released soon, according to an Ottawa Police Service news release.

The 20 individuals were from all over Canada, but none were from Ottawa. They ranged in age from 20 to 63.

The RCMP, as well as Ottawa police, are investigating how the protesters managed to gain access to the buildings.

Five protesters scaled Centre Block, while another 14 scaled West Block, where six managed to rappel down the front of the building and hang banners that said "Harper-Ignatieff: Climate Inaction Costs Lives."

By mid-morning, firefighters removed the last of the protesters, some of whom were dangling by ropes over the side of West Block.

Greenpeace spokespeople would not say how the protesters breached Parliament Hill security to gain access to the buildings.

RCMP spokesperson Cpl. Caroline Poulin also had few details about the incident during a news conference with reporters at the scene, except to say that the incident is "still under investigation."

But protester Mike Houdema said why the protesters scaled the buildings is more important than how.

"My mission this morning is to send a strong message to the Canadian government on the opening day of the international climate change meeting in Copenhagen that climate inaction costs lives, that the longer that our government delays, the longer that it blocks progress, means the greater the number of people that will die or become displaced due to the climate crisis," Houdema said in a telephone interview from atop West Block with CTV News Channel.

"The UN global humanitarian forum has already told us that 300,000 people will die this year alone due to climate change. So the time for inaction has really passed and it's time for our government to start acting because millions of lives really do depend on it."

Tom Quiggin, a security intelligence expert, said the security on Parliament Hill "has been a problem for years."

"There's no one in charge of security on Parliament Hill and there's no one responsible for security . . . directly," he told CTV News Channel's Power Play. "There's the RCMP, the House of Commons police, the Senate police and on the perimeter, there's the Ottawa police."

The incident began unfolding around 7:30 a.m.

About an hour later, the five protesters on Centre Block were taken away in handcuffs by police after unfurling a banner that read, "Stop the Oil Sands."

By mid-morning, all of the protesters had been removed from the buildings, some by firefighters on ladders mounted to fire trucks.

The breach is shocking, given that security on Parliament Hill had been beefed up in the wake of the September 11, 2001 terrorist attacks in the United States.

During a noon-hour news conference, Poulin would not answer reporters' questions about whether the incident indicates government buildings are susceptible to similar protests, or even a terrorist attack.

Meanwhile, the demonstration shows that Greenpeace is willing to ramp up the audacity of its stunts in order to get across its climate-change message.

The group waged protests throughout the fall at a number of facilities in Alberta's oilsands region.

In October, RCMP arrested 16 protesters, including 13 who had chained themselves to a Shell oilsands upgrader plant in northern Alberta.

In that incident, activists scaled three smokestacks and a construction crane at the Scottford upgrader expansion near Fort Saskatchewan and unfurled banners that read "Climate Change" and "Climate S.O.S."

In September, 20 Greenpeace activists were arrested at a Suncor oilsands plant near Fort McMurray, Alta.

Greenpeace spokesperson Christy Ferguson said protests like Monday's on Parliament Hill are part of the organization's mandate of non-violence to transmit their message.

"All of our activities, all of our actions are always peaceful, but they're very powerful," Ferguson told CTV News Channel. "It's part of a long tradition of civil disobedience where people stand up to government, they stand up to people in power, they stand up for what they believe in and they do so in a peaceful manner but still a very powerful manner, and that's core to what we did here today."

Greenpeace has become nothing more than a group of opportunists, siezing every opportunity to pull their stunts. Their stunt on the Parliament buildings definitely went too far, and is now a matter of national security. It's time they learned that there is a time and a place for their protests, and the methods they employed this morning was totally unacceptable. Hopefully, some jail time will help them to understand that they are not above the law.

I am SICK of Greenpeace and the other "activists". It's time for these spoiled brats to grow up. And for the full weight of the law to come down on them for once and for all. The media has to stop giving these fools air time, their 15 minute have EXPIRED! As for Copenhagen: I have a very bad feeling about this. Is it possible that this has already gone beyond the point of no return and the fraud had not only taken on a life of its own but too many have "hitched thier wagons to it" to go back to sanity? I can only hope that our Canadian representatives can bring some reality to this meeting and do NOT sign onto this nonsense-otherwise it could be devestating to our country and our economy.

Embarrassing, what if this had been a terrorist attack, someone (or possibly very many people) REALLY dropped the ball on this one. Kudos to greenpeace for pointing out this huge security flaw. Although it probably cost the city a lot of time and effort that could have gone toward crime prevention, it did save us from a 100m Parliamentary Security Review Committee and a whole lot of bureaucratic rep tape.

We need our young scientists and engineers to come up with a replacement for so called "fossile fuels" and a better energy management system. This would reduce pollution in general, which is bad, regardless if anyone "believes" in climate change or not. This would also give some of the next generation something to do rather than just protest. As well, new energy sources would take away the big sick some Middle Eastern countries use to push their agendas (as the Europeans are undergoing with the minaret issue), and help our own economy to grow.

I think the RCMP should fire whoever they have on Security planning and hire Greenpeace as their permanent consultants! As for Climate Change/Global Warming (as in the overall temp of the globe/planet not just one country), I do think that the earth has gone through certain 'cycles' on a time scale of hundreds of thousands of years however I also believe that mankind has induced it's own pattern on a time scale much smaller - how can we not when the population,consumption and pollution have grown at non-linear rates. If 2 people live in a household and that household later houses 20 people, do you not think it's reasonable to predict that the house will suffer increased wear/tear/damage to the point that it can no longer sustain those people?

What ticks me off is, based on the political correctness and screaming lefties, these eco terrorists will be allowed to go quietly on their way to threaten and intimidate others. The Greenpeace movement has proven to be willing to break any law that gets between them and their intollerant agenda. Canadians, to date, have taken an intelligent, thoughful approach to the climate debate. Thank-you, Greenpeace. You've confirmed what many of us have long known: that Canada takes terrorism lightly, and that, as a result, we're embarrassingly vulnerable. The infamous "Toronto 18" had a plan to storm the Parliament Buildings. Most Canadians probably thought it was nothing more than a nutty idea nobody could actually pull off. Sad. The twisted hatred Osama bin Laden and al Qaeda has for the West isn't based upon a personal issue with George Bush and/or America. Rather, it's fundamentally based upon a support for Israel, which also happens to be Canada's key ally (and will remain so). We need to stop living the anti-American fantasy, and realize that we already host "cells" whose only mission is to plot death and destruction. Greenpeace just gave us another free wake-up call. We can pay attention, or, drift back into our foolish belief that Canada is immune. (I suspect that many left-wing coconuts will continue to think that concerning ourselves with terrorism is simply "buying into" Bush's "strategic right-wing fearmongering." Yep. Brilliant.)

When a protest begins to cause hardships, inconvenience or disruptions to the general public who you are generally looking to support you they lose the effectiveness that is trying to be reached. These types of protesters only serve to bring disrepute to a cause. Remember that you attract more flys with honey.

It's fun to see how many people on this little comment blog trash scientists and protesters. I wonder how many of you commenters even hold a Bachelor of Science, let alone do any research besides what the news feeds you. Second, this is an impressive feat by Greenpeace, and we do have the freedom to enter parliament as citizens of Canada, I think than some are jealous because they see someone taking action and making valid statements, while we are sitting on our computers complaining. I also encourage those who doubt global warming to apply to uOttawa or Carleton and get a B.Sc and do some master's research before posturing as if you know something.

P.S. Think logically, whether or not humans are causing global warming, dont you think that putting pollutants into the air is a little unhealthy? Use Logic People.......

I fully agree with the first statement: Greenpeace goes way beyond the pale in virtually everything they do. There are far more effective ways of getting a point across. Let's sue the protesters for trespass, and jail them if necessary. As for the organizer, since he knew exactly what he was up to, like any other radical or terrorist organizer (come up with the ideas, but let hotheaded youths carry them out so you can claim innocence), charge him with conspiracy against parliament. His plays are straight from the communist playbook of the 1960's. He wants to play by those rules, let our "justice" system use the same rules back - except he and the protesters will all walk free with nothing but a token slap on the wrist. Likewise, PETA's portrayal of Canada's Innu should be viewed as a hate-crime and prosecuted as such - but what chance?

Hopefully these folks will be charged. There is a correct way of doing what they did and then there is the other way of doing things. They chose the wrong way. Something a five year old may have trouble with but theorectically not an adult. They must suffer the consequences.Personally I would think that plenty of people here in Calgary would find it difficult to understand their protests with temperatures essentially at -30 this morning. Plus there is the argument that much of the science has been discovered to be flawed due to some over zealous "scientists" who see the lure of continuing government grants more important than their original objective. I think these allegations should be explored in depth. Maybe, just maybe we the public are actually be dubed by a collection of academics from around the world??

I heard a fleeting mention today that Mr. Obama is going to call carbon dioxide as a dangerous substance or words to that effect. I hope Mr. Obama realizes that as a human being he is also a produced of carbon dioxide and of course lets multiply that by the world's population. Where does that leave us? I suppose there will now be long line ups for the guillotine such that the world can decrease the CO2 emissions?

I believe in some of the things Greenpeace does - but this is an embarrassing security breach. But Greenpeace themselves went too far. The RCMP would have had every right to take shots at them - see how fast they get down when the rubber bullets start flying. If you don't agree with government policy - it doesn't mean you have the right to "invade" our government buildings.

Greenpeace brings nothing but shame upon themselves. The organization obviously condones these outrageous acts. Why do they delight in exposing firemen and policemen to dangerous situations? They disrupt the serious and thoughtful discussions on the very issues they contaminate. What if they had fallen, and been seriously injured? Who would pay their hospital costs? Why everyone else of course? Now will they get free Legal Aid? Parents are probably wondering why they finance these students who take time from needed studies to be part of dangerous stunts. Time for Greenpeace to grow up and enter the 21st century. Get a job like the rest of us and pay your taxes. If the tar sands are shut down, about 100,000 or more will be unemployed. One of more of them might be the parents of these civil disobeyers who should be charged.

Honestly, I think i'm somewhat "on the fence" about Greenpeace, and their stunts...sorry, suppose I should say "tactics", and obvious strong sense of urgency to their cause(s). The RCMP, however, I mean, good Lord!!? Yes, their mandate must work around an approachable, inviting, tourist friendly Parliament Hill, but Holy horse cookies, guys!? The recent "Toronto 18" terrorism case didn't generate a memo amongst the Mounties' brass ? The RCMP are often recipients of unfair judgement given the difficult, dangerous and unpredictable circumstances they must face daily, as any police organization would, but if I thought they'rd be anything worth protecting within the Parliament walls, I'd have to rule that they dropped the ball bigtime on this one.

Congratulations Greenpeace!!! Keep at it. It is obvious from too many of the comments here that Canadians are too willing to belive what the Conservation Gov't feeds them without doing any real research. And Greenpeace brought this to our attention with the added bonus of displaying what a joke security is on Parliment. The cost of their "rescue" should lay at the feet of the "security" teams (RCMP, Senate security, Ottawa Police, etc)

Yes of course this only happens in Canada. For all of the "informed" know it alls out there, the exact same thing happened a couple of days ago at the National Assembly in Paris and in October at the Parliament Buildings in London! Yes London, where they have a real terrorist problem and where people have actually died! I saw a photo of someone up on Big Ben for crying out loud! Yes it was a breach, but nobody got into the HOC. Greenpeace as far as I'm concerned is a farce and I hope they lose funding over these types of stunts. How do these nuts get their funding anyway? None of them likely have jobs, but can travel all over the world causing mayhem to get themselves on the front pages.

The climate debate has been 1 veiw short of a debate for years. I would like to see openness from the various organizations that are squabbling for all of the first worlds money. Climategate has shed light onto something that has been suspected for quite some time, and that is the suppresion of any dissenting opinion on the question. I think that everyone can agree that it can only benefit our environment to reduce pollution, but I don't see how paying money to a country that doesn't have the industrialization that we do will help to reduce pollution.I would like to see government stage open forums on this question, and invest in technologies that have been openly debated, and not spend on these "back room" solutions that are invented by the eco-billionares. The Al Gores of the world have just too much of a conflict of interest here for my comfort.
