Transport Minister John Baird says Canada must improve its airline security in the wake of a failed U.S. terror attack -- but he insists that Ottawa is not following the lead of Washington on security issues.

Baird announced Tuesday afternoon that body scanners that can see through the clothes of air travellers will be installed at airports across Canada over the next two months. Under the new system, travellers who are singled out for extra screening will be able to choose whether they prefer to undergo a pat-down search or to be scanned by trained security staff.

On Wednesday morning, Baird told CTV's Canada AM that Canada chose to pursue the high-tech scanner technology months ago, putting an order in to manufacturers "before the United States were in the queue...and before some of the countries in Europe."

"We're taking the leadership in this. We have to move quickly and expeditiously, we're confident that these are the best machines available on the market and they are the only ones recognized by the (U.S.) Transportation Security Administration, so that was an important part of our decision," Baird said during an interview from Ottawa.

The new scanners will be up-and-running only weeks after the failed attempt by an alleged terror suspect to blow up a U.S.-bound airliner on Christmas Day.

Umar Farouk Abdulmatallab, a 23-year-old Nigerian, is accused of sewing an explosive device into his underwear and attempting to ignite it on a Northwest Airlines flight that was travelling from Amsterdam to Detroit. He was subdued in the air by flight staff and passengers.

The attack has prompted major criticism from U.S. President Barack Obama who said his country's security system failed in a "potentially disastrous way."

Since then, Washington has introduced tough new screening procedures that target airline passengers from 14 countries that are considered to be state sponsors of terrorism, or "countries of interest" to the U.S.

When Baird was asked if the body scanners would have been able to catch the explosive materials involved in the Dec. 25 incident, he told Canada AM that authorities from around the world were carefully reviewing what happened and will "learn from that."

But he said the scanner technology was in the works well before the events in recent weeks, leaving Canadian authorities well-informed about the practical concerns of implementing them at nationwide airports.

"This is something we've been working on for about 15 months," said Baird.

"We did a trial for more than six months in Kelowna, B.C., and an overwhelming majority of people that use the system preferred it considerably better than a physical pat-down."

Baird said the scanners are "the only system" that the U.S. Transportation Security Administration recognizes in the United States. By choosing to employ it north of the border, it will make it easier for Canadians "to come and go across the border as easily as possible," Baird said.

Moving forward, Ottawa will need to make better use of its intelligence and contacts with its allies "to do everything that we reasonably can to ensure the public's safety and the security of Canadian families," Baird said.

He said Ottawa will remain in close contact with Washington, other allies and worldwide aviation officials to tighten security, both now and in the long-run.

"We've always got to be raising our game, because the terrorists are always going to be changing theirs," said Baird.

A question why are we not screening baggage before we get to the ticket counter, the Israelis do it before you get to the airport...oh that's right then we would be following Israel....get a grip you people security has to be number one...if not we could be the next ones...lets not have them stand and explain themselves for making it safe for us i say thank god our Government is at least doing something.

LRG raises a very good point. If the terrorists find it too difficult to get on the plane with their explosives, won't they just detonate them in crowded airports? That would likely do more damage and take more lives than blowing up one airplane. Scary world we live in......

Why the argument that we are or are not following in the footsteps of the USA. We need the body scanners or we won't be going anywhere, not the USA, Europe,or anywhere else in the world. Every country in the world will soon have them and wont let anyone in or out of their country unless they have been scanned.

The bigger question that so far I have not seen asked by ordinary Canadians is whether we as a society are really ready to give up our personal and charter rights so easily. Yes pollsters will say that a "majority or large minority" do want to but as we all know pollsters are often wrong. It is not an exact science. From my own point of view, I question the necessity of intrusive technologies and policies here in Canada. There has to be an other option that honors the rights of the individual without creating more fears for everyone. This option will never be discovered if we don't begin to question the necessity of present policy choices.Just a thought

We need to remember that airliners are but one target (the demise of an airborne aircraft creates a dramatic psychological image terrorists favor), and those radicalized religious fundamentalists committed to inflicting death and destruction upon Western society and, especially, America, as part of their jihad, will always have a range of prime opportunities before them while they move like dark shadows around the globe, and within our nation's boundaries, plotting and scheming. We need to become more PROACTIVE and less REACTIVE in defending ourselves against this sworn and sinister enemy. A far greater emphasis needs to be placed upon professional intelligence, and identifying where and who these muslim extremists are BEFORE they engage in a mission of terror. They're not going away anytime soon, and we need to quit thinking that we can fully "secure" our safety with searches, scanners, wands, and pat-downs. The logical conclusion to this type of effort, given the breadth of potential terrorist targets, is a daily life chalk-full of security measures at every turn, resulting in reduced freedoms. That's not acceptable. Time to approach the problem with the appropriate smarts. Like Israel, we need to make it our "business" to know our enemy.

I don't understand why people are willing to give up their freedoms for a false sense of security. Soon shock bracelets for all airline passengers are going to be required as was proposed in the Washington Times. Having images of passengers naked bodies will not assure safety when people like the "underwear bomber" are being escorted onto planes without a passport according to eyewitness testimony.

Mr Baird is so quick to point out that we are not following the US, and why do I not believe that one. He says these scanners were ordered months ago, and why would I believe that. US has indicated that Canada's border crossings are pretty easy and the Cons have been rather slow in addressing that situation. So of course now the spin begins, and again, fool the public once again Mr Baird that you saw it all coming and are not following the US. Just give me a break, and just answer the questions without always putting everyone else down.. It is not like you are the brightest crayon in the box... I think the "body scanners" are a good thing.I would rather have the scanner than an intense body "pat down". If someone has something sewn in their underwear a scanner should show it. It would take a very close pat down to reveal something like that, body scanner for me , please! Baird is telling the truth. body scanners were test for some time at the Kelowna, B.C. airport.Canada is ahead on this. Thanks Mr. Baird.

It amazes me that we can find $11 million to buy full body scanners but we can't seem to afford MRI machines for our hospitals. In the community where I live the only reason we have one is because of a long but successful public fund raising drive. Despite that, the machine is only available 40 hours a week because they can't afford to hire additional technicians so there is still a 6 month wait for patients who need it. Contrast that with the number of weekly hours the body scanners will be in operation at airports. We seem to be highly motivated to scan for bombs but not for cancer. Strange values we have.

If if were to wave a magic wand and make air travel 100% secure from terrorist attack, they will simply swich to softer targets. Aircraft attacks are popular, because there are few things more "terrifying" than being blown to bits at 32,000 feet, and a relatively small device can cause a devastating impact. Even failed attacks work to a certain degree, because the terrorists get to watch world governments clamp down on the freedoms they dislike so much. But any place with a large number people could be just as effective - shopping malls, trains, busses, subways, markets, dance clubs, the line-up at Tim Hortons, or as someone else pointed out, the line-up at airport security. The fact that these targets haven't been hit in North America yet is actually a bit of a mystery to me. Instead of trying to detect weapons at particular locations, we should concentrate on intelligence gathering, to track down and eliminate extremist leaders and followers, wherever it the world they may may be.

If these were in place in Amsterdam, they would have been fooled by terrorists like the Nigerian man that boarded the air-craft on Christmas day. Profiling doesn't work either. All persons should be treated the same way, as terrorists will seek a way to over-come airport security. The only way to root out terrorists is to resort to what Isreal is doing today. The best airline security in the world is at Ben Gurion in Israel. I underwent 3 brief interviews with pointed questions designed to provoke a response from someone with bad intentions. If a traveller leaves a suitcase he or she is immediately approached and required to keep bags at hand. Bagage is scrutinized by dogs and humans. The Israelis haven't had an incident at their airport or in the air since Entebbe. Combine this methodology with scanners and we can make the airports as safe as is reasonably possible.The best security though is to hunt these scumbags down in their own regions and deal with them, and by preventing young impressionable youth from joining their ranks.

What about our right to protect our health, by not being exposed to excessive amounts of x-rays. Basically these are big high dose x-rays and fro frequent travellers this could amount to a lot of x-rays. If the need arises and I am sure it will, I will insist on a pat down by a security officer of my sex, and refuse the scanner. And what about the children who fly unattended. I have seen a number of these young children being excorted by airline staff, as generally parents are not allowed past security. How are they going to be dealt with, in a way that does not traumatize them. I have serious concerns about the whole process, expecially since most airline security staff are poorly paid and poorly trained entry level workers. Maybe we should consider this a profession and recruit high quality staff, who are properly trained and well paid, then we might have a better security sytem at the airports.

@ Nick in Gatineau: While I share the conviction that "intelligence" is our best defense against this particular enemy (Muslim extremists), for it is an effective proactive measure, I fail to understand your major issue with body-scanners. Yes; the Israelis don't rely on them. However, their "security system" is more evolved than ours and, as you've alluded to, we're not presently in the position to solely rely on what else we have. Too many North Americans have a prudish hang-up that stems from sexual oppression/repression. They get all concerned about the naked human form. Big deal. Most sensible folks, in context of the larger issue, don't give a damn if some professional behind some glass sees some anatomy detail. If you've seen a demo of what they see, you know that it isn't exciting...and after a short while, I'm sure, it becomes mind-numbing for the security operator. Let it go.

These scanners are most likely built to order and they take time to build and test them.If you Don’t believe me just try going to a Ford or GM dealership and ordering 100 white cargo vans and see if they have them in stock.

Add all the scanners you want!I have no intention of submitting myself to airport scanning that basically removes all clothing.It has nothing to do with modesty and everything to do with the fact that airline flights are way to much hassle, even for business flights. Of course they would have been ordered months ago, especially after being tested in Kelowna, and the security commissioner saying that they are OK to use under certain criteria, which the Government has addressed. Personally, I think if you have nothing to hide, who cares. Some people just have to get over themselves and think of the larger picture. We, in Canada are not immune to terrorism.

When this doesn't work, then what?I have had to put my gum which was in my pocket on the conveyor to go through the x-rays and my passport carefully looked...others have walked through lights flashing metal detectors beeping and nothing.This ONLY helps if the person viewing the image isn't one of them.This will not work!

There seems to be some concern by the public about being seen nude by faceless officials. This is a question of privacy vs. security. I think it is important that President Obama do something to alleviate the public's anxiety. Here is a suggestion that may do the trick. On each scanner there is a large poster of President Obama and Janet Napolitano. It sure is funny how insecure all these Canadians are to point to the government as followers of America. This is old stuff, (GW) stuff. When readers see this old crap, they just stop reading it and move on to something constructive. People, instead of constantly complaining, provide some constructive alternatives.

When people read this do they not think that there may be more to this story than meets the eye?Many gov'ts ordered these machines months ago and haven't used them then coincidentally this underwear bomber appears and gives them all an excuse to use the scanners. This works out all to well for the boys in parliament if you ask me.

Baird is not lying for everyone who thinks he is. These body scanners were tested back in 2008 at a B.C. airport.And for those who comment on the government being on holidays for 3 months...Do you honestly think they are doing nothing? Do you truly believe that? Do you actually think a government shuts down for 3 months, that the offices are empty, all politicians are vacationing somewhere? Really? I hope you realize that even over the Christmas holidays they are working. Body scanning at airports is not so bad. Even if it only improves security by a minimal amount, that little bit is better than it was. Someone else mentioned they were in Afghanistan, well so have I and I've seen what these terrorists can do first hand. I'll take a scan of my body to improve security any day.

Yes, they wre being tested in Kelowna, this is not a sudden thing.I guess the opposition thinks we cant think alone.Good for our government for being on top of this! I dont mind them at all.

This makes for astonishing reading. The gun registry took away some freedom, which, a group of people are opposed to. That's good and we need to be diligent in protecting our freedoms. Now, this same group of people appear to be in favour of the Government forcing us to provide a nude photo of ourselves before we get on an airplane? Does this not sound a bit like blind partisanship? Are we all this stupid? I hope Mr. Baird proudly takes ownership of the scanners in the same way that Allan Rock took ownership of gun control. Where is Mr. Rock? Perhaps Mr. Baird should ask that question before he also gets hung out to dry by his boss when the wind changes direction. Actually he could just check across the hallway to Mr. Prentice to see how Mr. Harper has the ability to take out those he decides no longer belong. Be proud of your initiative Mr. Baird and beware.

I really have no problem with being scanned, however I don't know if border guards are ready for my scan. I think they would need more compensation. I think they would need typographical map training. But what I have a hard time digesting is the neo-cons hypocrisy in being alright for this and against the long gun registry. Guns kill more people than bombs on planes. This is not to make light of the Air India disaster. I knew someone on that flight and I will never forget. But the neo-cons are frothing at the mouth trying to get at the "Islamists" while ignoring guns. Shameful.

It's funny, but when I emailed John Baird's office just a few weeks ago to strenuously protest the possibility of full body scanning as a degrading and invasive way to treat passengers, someone from his office emailed me back, saying they were not mandating the scanners I was concerned about, and completely bypassing their being tested in Kelowna. I guess they were 'wrong'.... In any case, I won't be voting Conservative again, or flying under such circumstances.

if it is 'the only system' that the U.S. transportation Security Administration recognizes in the United States, what happened that allowed this man to almost 'blow up' the plane? Someone is not on the ball or the system is not as good as it is claimed to be. Furthermore, people refusing to want to be scanned and crying about it are the only ones with something to hide. Lighten up Canadians, you cry when you're not protected, then you cry when they try to protect you. JR

My comment goes to the people who are concerned about their so-called privacy on the issue of enhanced security measures at airports. Why would be concerned about your privacy being violated if you have nothing to hide. If you have no intention to commit terrorism why would you be concerned about your privacy being violated. The security officials don't care what kind of underwear you wear, it's not as if there going to spy on you the rest of your life. Give me a break! These enhanced security measures are a necessity and should've been in place long time ago without the influence of the lousy privacy rights groups who just don't understand what the bottom line is in this issue.

After reading a lot of these comments I can't help but return and say to wesabil who has been in the military for ten years. Having scanners is not treating people like terrorists, if so you would find yourself flat on your face on the floor with a gun at your back, these scanners are simply protecting every single human being coming on board a plane. Look at it that way and you will think it is a good thing.....JR

No thanks, I don't need that blast of radiation, it makes no sense, kind of a punishment for flying. The US presidents probably have never heard footstep so close behind them until Harper took office. Harper must have spies in the white house trying to find out what the next move is. Then punishing Canadians with it.

Canada needs to quit following the US into wars, policies & everything else they do down their. Were only a possible target because the Canadian government follows everything they do in the US. No thought by this government they just follow the US. I don't want Canada to be anything like the US. They live in fear down there, everyone & their dog has a gun & they fear terrorists because of their actions. Canadians need to stand up & say no more, we need a government that does more than say: we'll just do what the US does.
