Two people have been charged in a fraud investigation launched after the sudden bankruptcy of a Cambridge, Ont., adoption agency two years ago.

Waterloo Regional Police allege the founder and general manager of Imagine Adoption Inc. used more than $420,000 of agency funds for personal expenses, including vacations and home renovations.

Imagine Adoption Inc. filed for bankruptcy in July 2009 after a number of clients had paid thousands of dollars to adopt children from Ethiopia, Ecuador, Zambia and Ghana. Public complaints led to a criminal investigation.

On Friday, Waterloo Regional Police announced charges against general manager Rick Hayhow, 46, of Cambridge, and founder Susan Hayhow, 45, of Whitby, Ont.

Police said the charges come after reviewing financial documents and interviewing a number of clients.

Rick and Susan Hayhow have each been charged with one count of breach of trust, six counts of fraud over $5,000 and three counts of fraud under $5,000. Individually they have each been charged with one count of fraud over $5,000.

They have been released and have promised to appear in a Cambridge court on May 26.
