Police arrested a 22-year-old suspect after a stabbing in Toronto's City Hall library sent a man to hospital on Friday afternoon.

The victim in his 40s was stabbed in the neck and chest with a pair of scissors just before 3 p.m., police said.

One witness told CTV Toronto that there was a loud argument between two people before the stabbing occurred.

"Either a young man or young woman punching and screaming. There was contact for sure," said a female witness who didn't give her name.

The altercation took place in the computer area of the library. Witnesses said an argument over computer use sparked the incident.

The victim was taken to hospital with serious but non-life threatening injuries.

The suspect fled the scene but was arrested at Queen Street West and University Avenue shortly after the incident.

Police said that City Hall remains open during the investigation.
