Two people were arrested after attempting to disrupt the solemn Remembrance Day ceremony at Old City Hall on Friday.
A woman started shouting "shame" and a man attempted to breach the closed section surrounding the cenotaph as Mayor Rob Ford delivered a speech shortly after the moment of silence was observed.
Military police and others in the crowd of some 5,000 who gathered to pay respects to Canada's veterans jumped into action to stop the separate incidents.
The man was escorted away and later charged with public intoxication.
A woman pulled out a bullhorn and began shouting "shame" as Ford spoke, until others in the crowd knocked the horn out of her hands.
CTV Toronto's John Musselman said the woman was charged with causing a disturbance.
